10. Have a Sound Whistle-Blowing Policy

A commendable Whistle Blowing Policy has the following features, though the list is not exhaustive.  The policy should be simple and easy to understand; with the aims and objectives clearly spelt out.  It should encourage anyone with serious concerns to disclose them, also outlining the kinds of issues that one could report.  It is common for the policy to include a commitment to train employees in whistle blowing so that everyone is versatile in the use of the policy.  There should also be a clarity regarding the action that will be taken in case a blower is victimized or if she or he submits false and malicious allegations.  There are guidelines on who to report to.  Many such policies clarify that no evidence is required to disclose offenders.  It also promises that advice will be provided, in confidence, should a person require it.  The procedure is clear including the support that the blower would be given; and the feedback that she or he should expect.  It includes an assurance that the disclosure will not affect the blower’s work position and that his or her identity will be kept confidential as much as possible.  Also, the person’s protection is assured.  As a last point, the policy specifies that whistle blowing is done in good faith and that the blower will not face any disciplinary measures as a result of that.
